You need an FTP server software running on the machine. Without a running FTP server there's nothing to connect to for FileZilla.
Currently you only have the client, so it's completely logical that connection fails. Just download FileZilla Server (from the same place on this page where you got the client) and set it up.
1. Connectivity: Read Network Configuration (Passive part).
2. Create one or more FTP accounts on the server. Share the desired resources (in case you need to use Aliases, read that portion of the FAQ).
3. Connect to your server. For testing from outside you can use http://ftptest.net
4. Optional but recommended: Set up TLS so you connect in a secure way. There's a guide in our Wiki concerning that matter.
