Network configuration wizad fails with connection closed

I am using Filezilla to communicate to a Seedbox. When I use the Network Configuration Wizard it fails with following messages:

Connection closed

I have read all possible information on network configuration but without success. I am probably doing something stupid but I cannot find what? Note that I can connect and transfer files without problems with my Seedbox but this is done in passive mode.

For test purpose I have used two different systems: One is running Windows XP and the other one is running Windows 7. I connect to the Internet through a French modem/router box (livebox). Both of my systems have fixed IP address set by the DHCP of the router. I have forwarded ports 5000-5500 to the Win XP machine and ports 6000-6500 to Win 7 machine (TCP).

From what I understand an active connection fails to connect either because the messages are not forwarded correctly or they are filtered by the firewall.
In order to test the port forwarding I have been using a nice utility called “Simple Port Tester” by PcWinTech.com that intercept the messages forwarded on a specific port sent by the site. This test works correctly on both systems.
I first have tried different firewall rules without success and therefore I have decided to disable completely the firewall on both systems.
But when I run the wizard it fails on both systems. In the wizard I set the following rules:
    - Default transfer mode: passive
    - Use the server external IP address
    - Get external ip address from http://ip.filezilla-project.org/ip.php (dont use ext IP on local)
    - Use following port range: 5000-5500 (or 6000-6500 on other system)
What puzzles me is that it fails on both systems which seems to indicate something wrong with the router. But the port tester seems to indicate that the forwarding is done correctly.

FYI I have set the security level of the router to medium (all input connection filtered, all output connections allowed). For the port forwarding I am using TCP (I also tried forward both).

Voilà! Any idea?
