I found that ports 52000 and up work well.

Listen in ports: 52www
Max users: 10
Number of threads 6 [ I have a six core machine]
Connection Timeout 120
No Transfer timeout 600
Login Timeout 60
Filezilla Server Options > Passive Mode Settings:
Check use custom port range 52xxx-(52xxx+100)
Check Retrieve external IP address from: http://ip.filezilla-project.org/ip.php
Check Don't use external IP for loacal connections
Filezilla Server Options > Security Settings:
Check all boxes
Filezilla Server Options > Miscellaneous:
Check Start Minimized
Check Ignore unroutable IPs on Port command
Filezilla Server Options > Filetransfer compression :
Check Enable MODE-Z support
Filezilla Server Options > SSL/TLS settings:
Enable private key and password
Check allow explicit FTP over TLS
Listen for implicit SSL/TLS [ 52yyy ]
Filezilla Users > General:
Check Enable account
Check Password then enter password
Filezilla Users > Shared Folders:
Add > Make a dummy folder to be used as the Home folder
Add > point to a directory you want to share and add it then add an alias name starting with "/" i.e. "/shared"
Filezilla Users > Speed Limits:
Check both defaults
Zonealarm:
Zonealarm > Firewall:
Public and Trusted Medium
Zonealarm > Firewall > Advanced:
Check Block all fragments
Check Filter IP traffic over 1394
Check Allow VPN protocols
Check Allow uncommon protocols at high security
Check Lock Hosts File
Check Disable Windows Firewall
