However, you seem to get a different one. 172.28.40.201 is in the former Class B private range (172.16.0.0/12) and doesn't work in the public net.
1. Are you in the same LAN with the server? In this case you need to use its private IP to connect.
2. Check for a malicious router or firewall that's silently changing IPs.
