Failed to retrieve directory listing

I administer a vsftpd server (version 2.2.2) configured for FTPS (implicit SSL). Netfilter is configured for a custom control port, custom data port and custom passive port range. vsftpd is configured to use its host's public IP address for the passive IP address setting. Appropriate ACEs have been created for the custom ports on the perimeter firewall for the vsftpd host.
Several clients (FileZilla, Core FTP, FireFTP, gFTP) I've tested will connect and authenticate, but get hung up on the directory listing. Oddly, I found that FileZilla 3.6.0.2 on a Fedora 18 (64-bit) machine consistently connects and authenticates and successfully lists the directory contents. On Fedora, I infrequently see errors when trying to transfer or delete files, but it mostly works as expected. If there is a problem, disconnecting and reconnecting normally resolves the problem. On Windows 7 (64-bit), FileZilla 3.6.0.2 gets "connection timed out" and "failed to retrieve directory listing" errors. FileZilla on Windows 7 and FileZilla on Fedora are configured with the same settings. Both machines connect to the Internet via the same (NATed) public IP address. I would like to try to resolve the problem for FileZilla on Windows 7. Because of the inconsistency of the problem(s), I haven't been able to pin the problems to the server, client or both.
I've pastebinned a good trace for FileZilla on Fedora and a bad trace (failed directory listing) for FileZilla on Windows 7. IP addresses and usernames have been altered. "About FileZilla" information is included in the respective trace posts.
I welcome your ideas or tips for troubleshooting or resolving the problem.
