Setting up for "Implicit" connections.

I seem to be having some difficulty with setting up Filezilla Server to handle "explicit FTP over TLS"

Right now I am just testing between two machines on a local network so no need to worry about NAT port mapping or routing.
Firewall ports are opened on both machines.

So my goal here is to set up the FTP server to handle as much as possible in an encrypted fashion. I would like to have the Log-ins, Passwords, and Data transfer to all be encrypted.

My understanding is that explicit allows for an initial unencrypted session and then switches to encrypted while implicit is fully encrypted.

I have the FTP Server listening on port 999
Passive mode port range from 30000-30100
I have enabled "FTP over SSL/TLS support and have my keys files generated.
I have allow explicit over TLS
I have disallow plain unencrypted FTP
I have Force PROT P to encrypt file transfers using port 990

When I set Filezilla client to require explicit... everything works perfectly
when I set the Filezilla client to require implicit... I get the following error on the client

Status: Connection established, initializing TLS...
Error: GnuTLS error -15: An unexpected TLS packet was received.
Error: Could not connect to server


on the server I get the following error
500 Syntax Error. Command unrecognized

My understanding between the two modes might be off and the explicit may be "good enough"

I just do not want people snooping to discover passwords or "see" what is being transferred.
