425 Cannot Open Data Connection

So I used to be able to connect to any FTP server, but recently I cannot connect to any.

Connection to my FTP server:

I had a Norton Firewall, but because of this I uninstalled it. I have Windows Firewall off. I have a Router with Port Forwarding from 5000-50000 forwarded and that is my configured range. I am at loss on what to do, can anyone help?

P.S. I know my FTP server works, I can access it from anywhere else, it is this client computer that is the issue. I have read the Network Configuration Guide many times and there is nothing that could really be stopping the connection at this point to my knowledge.
