No, for that you will need a time server (e. g. NTP protocol). FileZilla Server can only deliver timestamps of files.

If they have FileZilla Server you're doing it wrong. The log shows you use SFTP to connect, but FileZilla Server doesn't support SFTP. Please use FTP (or FTPS if configured).
